Basic Function:
BASIC FUNCTION: The Vice Chancellor of Educational Services and Strategic Planning, is the Chief Academic Officer of the District. The Vice Chancellor reports directly to the Chancellor and provides leadership and oversight for the District’s educational services and strategic planning. The Vice Chancellor’s major duties include providing leadership and supervision in the areas of academic and student affairs, accreditation, information technology, enrollment management, grants development, workforce development, institutional reporting, institutional research, strategic planning, community education, and online learning. The Vice Chancellor serves as a key member of the Chancellor’s Cabinet.

Education and Experience: Earned doctorate from a regionally accredited institution in an area related to the administrative assignment, five (5) years of full-time post-secondary teaching experience and four (4) years of related administrative experience in higher education, and five (5) years of leadership experience related to the administrative assignment.

1. Knowledge and experience in areas of research design, statistics, and data analysis appropriate to providing expert leadership for institutional research and planning;
2. Knowledge of contemporary models and tenets of strategic planning, and mastery of operational deployment skills to ensure planning is translated into goals and outcomes.
3. Knowledge of local, state, and federal laws generally related to education and specifically to community colleges;
4. Demonstrated commitment to participatory governance and collaborative decision-making;
5. Experience with contemporary academic technology and information systems, including online education; and,
6. Excellent communication skills with a demonstrated ability to listen to a variety of constituent groups, synthesize input, make decisions and share information broadly to build consensus and support for action.

PHYSICAL DEMANDS: Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 15 pounds. Will require occasional travel.

ENVIRONMENTAL ELEMENTS: Employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employee may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

EXEMPT POSITION: This is an exempt position and is not subject to overtime.

Duties and Responsibilities:
REPRESENTATIVE DUTIES (Illustrative only): The duties listed below are intended only as illustrations of the various types of work that may be performed. 1. Provides support for academic and student affairs, accreditation, curriculum development, and leadership for educational services for the District.
2. Provides leadership for the District’s enrollment management processes, in coordination with the colleges’ academic leadership and participatory governance groups.
3. Provides leadership for the District’s workforce development efforts, community education programming, and online learning program.
4. Provides leadership for a strategic grant-development agenda for the District, in coordination with the Vice Chancellor, Institutional Advancement & Economic Development.
5. Provides leadership for integration of appropriate technologies to support academic and student affairs.
6. Provides leadership for the necessary research, data analysis, and outcome measurements required for the effective management of a robust, intentional strategic planning culture in the District.
7. Provides leadership for and coordination of the District’s strategic planning efforts, in collaboration with the District’s strategic planning participatory governance group.
8. Provides leadership in the area of institutional reporting and ensures all data reported to the State Chancellor’s Office and federal agencies are accurate and timely.
9. Reviews and reports on pending legislation, legal regulations, and CCLC guidelines which may affect the District’s educational programs and activities.
10. Leads the Vice Chancellor’s work group in all budget development and program review processes.
11. Provides oversight for budgets within the Vice Chancellor’s area of supervision.
12. Participates in local, regional, and state activities to promote the Riverside Community College District.
13. Ensures compliance with all District, county, state, and federal requirements related to the Vice Chancellor’s span of operations.
14. In consultation with stakeholders, coordinates the development and updating of board policies and administrative procedures related to educational programs, student support services, student conduct, and grant compliance.
15. Recommends to the Chancellor necessary changes in policy and procedures that affect the Chancellor’s span of operations.
16. Maintains an understanding of current ideas, research and practices pertaining to the areas of responsibility for this position through participation in professional organizations.
17. Performs other related responsibilities as may be assigned.

Conditions of Employment:
CONDITIONS OF EMPLOYMENT: This is an Academic Management position with twelve-month contracts. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents.

The work location and assignment within a job classification is determined by the District and may be subject to change.
