A Fort Worth fire department spokesman said two Fort Worth police officers had found the vehicle when their first unit arrived and that several civilians also assisted.
The first unit used a private citizen’s boat to locate the vehicle and confirmed that a victim was trapped inside. The diving team arrived shortly after, but the vehicle was too damaged to be able to rescue, and the victim died.
