The Chief Information Officer and Associate Dean for
Information Technology Services
is the primary architect of the technology and information resource strategies that support this
distinctiveness. The leader – engaged, participatory, curious, and strategic – stays abreast of, identifies, and acts on opportunities to
use technologies in support of the distinctive teaching, learning, scholarship, and research that defines the University of Pennsylvania
Carey Law School. The CIO identifies prospective supports for faculty (65+ full time and 100+ adjuncts), departments, and students (1000),
as well as for innovation in legal education, working to forecast costs, efficiencies, and security issues associated with emerging
technologies. The CIO leads a team of productive and ambitious colleagues committed to providing first-class service throughout the
enterprise.

Reporting jointly to the Vice Dean for Administration and to the CFO, the CIO serves an important role in senior
leadership, consulting frequently with the Dean, member of the faculty, department leaders, and others to ensure the identification and
development of IT resources, services, and priorities that support the ambitious academic and programmatic objectives of the University of
Pennsylvania Carey Law School.

Job Description

Key Responsibilities:

  • Strategic
    • Participate in institutional leadership. Build connections with faculty and departments, contribute innovative ideas to the Dean and
      colleagues on achieving the school’s ambitious goals.
    • Engage with and support the Dean and school leadership in developing and
      articulating a clear and communicable set of institutional goals, strategies, and mission-driven projects; provide clear communication about
      how IT strategy supports these goals.
    • Develop, implement, and continuously update a vision for the Law School’s technology needs
      that enables and supports both academic and administrative functions.
    • Collaborate with faculty to understand teaching and research
      goals and to recommend technology solutions to maintain the highest standards of academic achievement.
    • Collaborate with staff to
      understand administrative needs and identify technical solutions to support operating goals.
    • With team, research new technologies to
      support technical solutions. Track changing technologies and advise and recommend adoption dependent on School needs.
    • Ensure secure
      services as possible; address all technology issues that arise institutionally.
    • Develop and implement training programs for IT staff
      and for Law School staff more broadly.
  • Administrative
    • Lead and inspire a team of talented technology
      professionals including internal staff (approximately 16 FTE positions and several part-time employees) and external vendors to maximize
      execution of institutional long- and short-term goals.
    • Ensure excellent operation of department, with clear supports for various
      constituents; equip, train, and deploy staff to ensure support for changing technologies.
    • Ensure ITS support for departments in use
      of third-party software and other technologies designed to meet highest level departmental and institutional goals and mission. Consult on
      new technologies and solutions; ensure administrative excellence throughout the Law School is supported by IT investment and
      infrastructure.
    • Develop and implement standard operating procedures and best practices; ensure team is well-versed in all protocols;
      establish written policies where appropriate.
    • Oversee the preparation and administration of an operating budget (approx. $1.4
      million). Align budget and spending with institutional goals and mission. Understand how changing technologies will impact budget; inform
      leadership of the financial impact of technological investments and advise on appropriate investments.
  • Risk
    Management

    • Oversee development of a long and short-term privacy and security strategy, including regular SPIA, OACP, Treasurer, and
      ISC Security assessments to identify opportunities for improvement
    • Ensure compliance with all University, Law School, and
      appropriate privacy and security standards across technologies, platforms, and systems in collaboration with Purchasing, Treasurer, OACP,
      ISC, General Counsel, and campus committees.
    • Oversee data storage, security, and privacy initiatives as it relates to a growing
      research portfolio.
    • Ensure all software and other technologies comply with University and other relevant privacy, security and
      licensing requirements.
    • Collaborate with school leadership and campus IT leadership to develop and refine disaster recovery and
      mission/business continuity strategies.
    • Oversee participation in University compliance audits, ensuring adherence to the
      University’s security and privacy policies, and provide appropriate training to the Law School community.
    • Create strong
      relationships with third party vendors to ensure responsibilities for confidentiality, notification requirements, indemnification/liability,
      service levels, and overall satisfaction.
  • Institutional
    • Represent the Law School to University partners
      in ISC and otherwise. Develop a deep understanding of University programs and directions and how these interlace with Law School IT strategy
      and support.
    • Develop strategies for maximizing use of University resources. Participate in and advocate for the School’s needs and
      priorities on external University teams currently including IT Roundtable, 12 Schools, Security and Privacy, and Research
      teams.
    • Contribute to and influence allocated cost initiatives including Common Goods Services that have a significant impact on
      technology strategy and performance.
    • Serve on relevant search committees or other internal committees as
      requested.
    • Collaborate with University communications offices and departments.
  • Representational
    • Represent the Law School to colleagues at other national law schools.
    • Build and maintain relationships with thought leaders
      in higher ed IT, vendors, creatives, and others as appropriate.
    • Provide strategic reports to the faculty, the Law School’s Board of
      Advisors, University colleagues, and other audiences as requested.

Qualifications:

  • B.A. required; graduate degree in relevant field preferred. Minimum of seven years of
    increasing responsibility in technology at a premier institution, preferably in higher education; or equivalent combination of education and
    experience.
  • Excellent ability to master complicated technologies and their applicability to a premier institution of higher
    education.
  • Portfolio of creative, innovative, efficient, and effective work in IT, demonstrating the ability to support
    institutional goals across a highly sophisticated audience.
  • Established track record as collaborator in the workplace, within the
    immediate department and within the larger institution, as well as a record demonstrating effective leadership as a strong and motivational
    manager.
  • Excellent ability to communicate with a broad range of constituents to explain policies, procedures, and
    systems.
  • Demonstrated ability to design and implement both strategic planning and budgeting processes.
  • Experience
    coordinating large technology projects.
  • Understanding of multiple constituencies and how to mesh their varied needs into support by
    coordinated technologies; success in championing integrated approaches to products, supports, and systems.
