Summary of Duties:

This position serves as the primary point of operational and administrative contact for internal and external constituencies and is responsible for planning, organizing, and managing all operations and administrative functions for the Supplemental Nutrition Assistance Program Education (SNAP-Ed) Statewide Curriculum, Training and Website Program. The assistant director has substantial responsibility for directing and controlling program operations and is accountable for the allocation of resources and program results. Independent judgment and discretion in work directly related to management policies and department business operations as well as delegated authority to make commitments that affect department operations is expected in carrying out duties in the areas of budgeting, accounting, outside contracts, personnel supervision, and oversight of the day-to-day administrative activities of the program. This position serves as the Principal Investigator for the Statewide Curriculum, Training and Website Program.

This is a temporary position expected to end on September 30, 2022. Renewal is dependent on satisfactory performance and annual background check, the need for Extension to complete the project and/or if additional funding is secured to extend employment.

Job Duties:

Administration | 30%

  • Administer the day-to-day operations including setting priorities, establishing and coordinating special projects and providing external and internal communications.
  • Serve as a principal contact for administrative concerns and unit activity; monitor departmental guidelines and policies to ensure compliance with federal, state, and university laws, policies, and funding regulations.
  • Oversee the analysis of data and preparation of state and federal reports; represent the department in business, financial and related administrative matters.
  • Ensure that projects are executed successfully and completed within required time frames to meet contract objectives.
  • Serve as a principal contact for the Curriculum, Training and Website Program to WSU faculty and staff, SNAP-Ed Implementing Agency Leads and sub-contractors, and the DSHS SNAP-Ed Manager.
  • Oversee the development and delivery of online training for implementing agency sub-contractors.
  • Provide recommendations for equipment purchases and monitor the maintenance of required equipment including computer and communication systems.

Personnel and Supervision | 25%

  • Provide vision, leadership, and direction for staff development.
  • Implement and maintain proper personnel practices, policies, and procedures.
  • Evaluate, establish and maintain an organizational structure and staffing plan to effectively and efficiently accomplish the national SNAP-Ed program, University’s and the Unit’s goals and objectives.
  • Coordinate recruitment efforts.
  • Interview and make hiring recommendations.
  • Supervise the Curriculum, Training, and Website personnel, which includes work allocation, training, corrective action, and problem resolution.
  • Evaluate performance and make recommendations for personnel actions.
  • Motivate employees to achieve peak productivity and performance.

Fiscal Management | 20%

  • Oversee and coordinate the development of policies and procedures that result in collaborative and cost-efficient use of the University and funders’ resources.
  • Oversee the budgeting and fiscal management processes.
  • Develop and manage fiscal and operational strategies, initiatives and resources.
  • Recommend options for new approaches and cost-effective services.
  • Ensure compliance with federal, state, and university policies and regulations, while maintaining appropriate internal control safeguards.
  • This position has the authority to commit to financial courses of action and approve/ disapprove expenditure requests.

Strategic Planning | 20%

  • Collaborate with the Unit Director, Associate Dean, and State Agencies on strategies for optimizing resources and personnel.
  • Establish and implement short- and long-range organizational plans, goals, objectives, strategic policies and procedures; monitor and evaluate programmatic and operational effectiveness and impacts; recommend and implement changes for improvement.
  • Oversee the design and revision of monitoring instruments to ensure quality data that satisfies contract objectives.
  • Develop and implement corrective action plans to ensure adherence to procedures and accuracy of data.
  • Align monitoring and reporting processes with the Department of Health SNAP-Ed Evaluation Team to ensure coordination of data.
  • Increase the diversity, equity and inclusion of the SNAP-Ed program by identifying and encouraging ongoing training and learning activities related to trauma-informed practices, diversity, cultural sensitivity, racial equity and anti-racism that help the employees uncover implicit biases and the impact of systemic racism and poverty on SNAP-eligible participants.

Other | 5%

  • Maintain knowledge of local and state and national SNAP-Ed policies, procedures, and resources (i.e. SNAP-Ed Evaluation Framework and Interpretive Guide, SNAP-Ed Connection, http://snap.nal.usda.gov)
  • May serve on University committees, as directed.
  • Participate in other professional development learning opportunities as appropriate to support WSU SNAP-Ed.
  • Perform other tasks as assigned.

Required Qualifications:

  • Positions require a Bachelor’s degree in a relevant field and four (4) years of progressively responsible relevant experience, which has included at least one (1) year of managerial experience.
  • A Master’s degree in a related field may be substituted for up to one (1) year of the required experience. Education and experience can be tailored to fit the specific organizational entity/directorial assignment.
  • Positions may require applicable licensure and/or certification.

Additional Requirements:

  • Valid driver’s license and ability to travel within targeted counties.
  • While using a private or WSU-owned vehicle for official business, must have current automobile liability insurance (meeting the requirements described in RCW 46.30.020 and RCW 46.29.090).
  • Ability to work a flexible, yet structured schedule with occasional night and weekend shifts to meet the needs of program partners and grant requirements.
  • Employment is contingent upon passing an annual background screening.

Preferred Qualifications:

  • Master’s Degree in Nutrition, Education, Public Health or other relevant field.
  • RD (Registered Dietitian) or RDN (Registered Dietitian Nutritionist).
  • Experience in SNAP-Ed program management and delivery.
  • Demonstrated effective interpersonal, written and oral communication skills.
  • Demonstrated computer software skills, including the ability to use Microsoft Office programs, such as: Outlook, Word, Excel, and Access.
  • Demonstrated experience interpreting and applying laws, rules, policies and procedures.
  • Demonstrated teaching experience and evaluating community projects and experience in preparing educational materials for low literacy and diverse populations.
  • Experience in strategic planning, formulation, design, implementation and tracking.
  • Experience creating/auditing administrative procedures and internal controls.
  • Experience developing curriculum.
