Chief Officer of People and Culture
Professional, Non-Unit Position

GENERAL STATEMENT OF DUTIES:
Reporting to the President, the Chief Officer of People and Culture provides strategic Human Resources and hands-on leadership for the College. Responsible for development, implementation, and operations of core areas supporting NSCC staff and faculty including office operations, compensation structures, job evaluation/classification systems, benefits, leave, performance and talent development, collective bargaining agreements, personnel budget position control, and payroll. As a leader within the Human Resources and Development office, this position serves as a critical partner to the NSCC community, President, and President’s Cabinet in developing, guiding, and centering people-focused development, policies, procedures, practices, and the critical systems, including change management and organizational effectiveness, that support the employee experience at NSCC. Consistent with the College’s Strategic Plan, Board of Higher Education requirements, and State/Federal laws, rules, and regulations, this position aims to develop and maintain a culture of innovation, collaboration, and effective communication in order to ensure People-driven policies, procedures, and practices are equitable and easily accessible, understood, and navigated by all employees across the College. A successful candidate has an extensive background and understanding in HR/People operations and thrives on strengthening systems, processes, and procedures, constantly looking for ways to improve, simplify, or enhance the norms to bring about a better experience for all at the college and establishing NSCC as an employer of choice for a diverse workforce. This individual has a strong understanding of efficient HR/People administrative practices, ensuring compliance without excess burden.
DUTIES AND RESPONSIBILITIES:
People (HR) Leadership and Team Management
- Provide leadership in the development and administration of human resource/people policies, practices, processes, procedures, and programs to support college initiatives and culture
- Plans the College’s HR/Payroll functions and directs the HR team to ensure compliance / alignment of human resource/people strategies, best practices, and implementing long-term strategic development and change management initiatives
- A strategic advisor to the President (and Vice Presidents) for alignment of college operations and systems, talent development, succession planning, and organizational structure
- Serves as a member of the President’s executive team (Cabinet) to ensure HR strategies, perspectives, and trends are an institutional priority, people-centered, and are consistent with the College’s Strategic Plan
- Reviews NECHE standards relating to Human Resources, organizational change, and Ethics issues, and monitors institutional progress
People (HR) Administration
- Executive-level leadership on the administration of collective bargaining agreements, union contract management, labor/management issues, serves as President’s designee in grievance and reallocation hearings and legal issues
- Lead all human resources administrative processes at the College including recruitment, performance management, people relations and engagement, retention, talent development, payroll administration, benefits, compensation, training
- Provide appropriate input for statistical reports and self-study documents
- Ensures compliance with all federal and state statutes relative to employment/payroll issues
Culture and Change Management (in Partnership with Chief Equity & Culture Officer)
- Contributes to co-creating a culture of innovation, care, collaboration, and effective communication by operationalizing strategic initiatives and implementing personnel policies that support the mission of student success and the well-being of all people at the college.
- Lead efforts to maximize organizational effectiveness through the facilitation of organizational development initiatives and recommend the best utilization of College resources
- Serves as internal consultant to the management team, supervisors, and employees on personnel issues, and provides final recommendation of course of action to the President
- Provides support with the relevant diversity, equity, inclusion, and social justice-related (DEISJ) activities and programs
- Co-manages employment law, compliance, and communications, helping serve as Title IX Coordinator, Affirmative Action Officer, and 504/ADA Coordinator
Other duties as assigned by the President.
- Master’s degree in related field with a minimum of 7+ years experience in increasingly responsible management positions including senior human resources responsibility and/or related certified professions (SPHR/PHR or GPHR)
- Demonstrated professional expertise and experience across all HR functional areas including human resources, payroll, staff development, planning, union, and fiscal management, or the equivalent combination of education and experience; preferably in a higher education setting.
- Experience executing change management, leadership development initiatives, organizational culture assessment, strategic planning, and diversity, equity, and inclusion activities
- Proven ability to inclusively interact successfully and positively with all members of the college community including students, staff, supervisors, managers, trustees, community partners, state offices, and the general public
- Highest level of integrity, judgment, and discretion are essential, as well as strong leadership, influencing, analytical and adaptability skills
- Strong leadership skills, interpersonal/communication skills, and critical thinking skills required
- Proficiency in technical issues including knowledge of federal and state employment regulations, and labor and employee relations including contract implementation and interpretation.
- Demonstrated experience with automated payroll/human resource systems. Familiarity with HR/CMS system preferred
- Ability to manage a multi-faceted department made up of both professional and support personnel
- Superior oral and written communication skills
- Candidates will be required to pass a CORI/SORI and/or a National background check as a condition of employment.

- Demonstrated success in achieving change through interpersonal communication skills and collaboration

COVID VACCINATION REQUIREMENT: Candidates for employment should be aware that all North Shore Community College students, faculty, and staff are required to be fully vaccinated by January 3, 2022. SALARY: Anticipated salary range is $125,000.00 to $145,000.00 commensurate with education and experience.
