Walker’s revelation that Banner is in his laboratory is supported by the first official look at the show, where he and his cousin, Jennifer Walters (Tatiana Maslany), can be seen in his own facility.

Assuming the Hulk is actually operating in his own lab, this suggests that the surviving heroes are mostly scattered and doing their own thing. Banner could easily have taken over the Avengers plant upstate (if it has already been repaired) and manned it, as Black Widow (Scarlett Johansson) did on the heels of Thanos’ snap-in Avengers: Infinity War. But that he trusts his own resources means that there is no system in place for the new generation of Avengers.
